Understand technical-proposal availability
Do not treat the presence of a proposal tool or template as a released feature; the current path does not produce a usable result.

Current state
The code contains a technical-proposal function and a multi-phase workflow design, but the current public implementation stops before executing that workflow and returns without a deliverable. The feature must therefore not be presented as generally available.
- Do not promise automatic production of a cover page, table of contents, signatures, or appendices.
- Do not use a conversational response as proof that a proposal file was generated.
- Use another document type that is actually offered or follow the approved manual process.
- Reassess this article only after end-to-end validation of the trigger, workflow, file, and notification.
Practical guidance
The current technical-proposal request returns an unavailable result instead of starting production of the promised deliverable. A description of the intended capability is therefore not a procedure users can complete. Prepare the approved inputs separately and use the established proposal process until a working generation path is available.
Advanced tips
When checking a future release, require the actual resulting file and its notification, then review its content and structure. A successful chat response or an announced workflow is insufficient evidence that proposal generation has become usable.
